Upgrade Assitant Fails With 'JPS-04207: Matching Grantee not found' Error (Doc ID 2741423.1)

Symptoms

The following error occurs when attempting to run the Upgrade Assistant to upgrade a 12.2.1.3 environment to 12.2.1.4:

[WSM] [INCIDENT_ERROR] [] [upgrade.WSM.WSMPLUGIN] [tid:<TID>] [ecid: <ECID>] Action: Check the error messages in Oracle Web Services Manager component log files. Correct the problem before running the Upgrade Assistant again. Contact Oracle Support Services if you are unable to correct the problem.
