OAM 12.2.1.4 is not sending client certificate during outbound artifact SAML requests; does not properly send the configured client certificate during outbound artifact calls it SAML IdP

• OAM - Federation - 12.2.1.4.200629
• Configuration works with OAM 11.1.2.3.x and OAM 12.2.1.3.x
• Same configuration does not work in OAM 12.2.1.4.x
• Tried configuring different options including usewlsclientconfig instead of the current usejreclientconfig, but did not work
• Configuration that works in 11g utilizes -D javax.net.ssl environment parameters to specify the keystore for the client connections.
