WebCenter application Fails to Start After Applying the WebCenter Portal Bundle Patch from July 2020 or Later: java.lang.ClassNotFoundException: org.apache.axiom.om.OMNode (Doc ID 2744367.1)

Symptoms

The WebCenter application fails to start after applying the WebCenter Portal Bundle Patch 12.2.1.3.200611 or Later.
This makes WebCenter Portal inaccessible.

The following errors are seen in the WC_Portal.out log file:
