DBCA OUD Registration Fails With TNS-04409/TNS-04405 Error (Doc ID 2744446.1)

Symptoms

DBCA database registration to OUD fails with errors like the below:

  caused by: oracle.net.config.DirectoryServiceException: TNS-04427: DirectoryService: could not connect
  caused by: oracle.net.ldap.NNFLException

 The OUD access log shows:

SEARCH RES conn=20593 op=1 msgID=2 result=32 message="The entry cn=<DB_CN>,cn=OracleContext,<SUFFIX_DN> specified as the search base does not exist in the Directory Server" nentries=0 etime=0
ADD RES conn=20593 op=2 msgID=3 result=32 message="The provided entry cn=<DB_CN>,cn=OracleContext,<SUFFIX_DN> cannot be added because its suffix is not defined as one of the suffixes within the Directory Server" etime=0
