Getting "invalid username/password; logon denied" when selecting Import in WFR Designer (Doc ID 2744604.1)

Symptoms

After moving to a new environment, the below error occurs from WebCenter Forms Recognitoin (WFR) Designer. 

invalid username/password; logon denied

The ODBC password for the Supplier Import is not saving.
