Symptoms

Unable to run pack command after running reconfig script to upgrade the domain from 12211 to 12213

Host 1 has Admin & MS1, Host 2 has MS2. After running reconfig on Host1 the Admin & MS1 are successfully upgraded to 12213 however pack is failing on Host1 with the below errors.
