Failed scenarios are re-executing when run using

The issue occurs in an Oracle Data Integrator (ODI) environment with a parent Agent that load balances executions on N child Agents, when the Operating System (OS) environment variable LANG is "ja_JP.sjis", and all agents are started using this LANG.
When the parent Agent receives an execution order from, it creates a Session and assigns a child Agent to execute it.
At this time, if the scenario fails, ODI should stop the scenario execution.
However, ODI re-executes the failed scenario repeatedly on all child agents.

This issue only occurs when run from, it does not occur when a scenario is executed by studio.
