Symptoms

On : 12.2.1.3.0 version, Default

Error Opening Oracle*terminal file fmrweb

Copying fmrweb_utf8.res to fmrweb.res and still we could see the issue --> Error Opening Oracle*terminal file fmrweb

Added NLS_LANG=AMERICAN_AMERICA.UTF8 in Environment configuration and still it did not work.
