UpdateDomain WLST Command Fails when Using the TNS Entry in JDBC DataSource Connection (Doc ID 2745106.1)

Symptoms

After updating jdbc connections in WLS to use TNS updateDomain fails on new updates when updating the domain using the WLST updateDomain() command.

On FMW 12.2.1.4 ODI and OAS installation, configured the mds-owsm-jdbc.xml and LocalSvcTblDataSource-jdbc.xml to use jdbc:oracle:thin@<TNS> entry format.
When trying to update the domain using the WLST updateDomain() command, the following error is thrown :
