"MDS-01611: not saving changes in MDS session" when Executing migrateFrameworkApplicationToWebCenter()

Symptoms
When trying to migrate a framework application, the command migrateFrameworkApplicationToWebCenter() fails with the following error:
Error occurred during portlet migration.
In the WC_Spaces-diagnostic.log the following error is seen for different PageDef.xml files:

Exception:
oracle.mds.core.ValidationException: MDS-01611: not saving changes in MDS session because some changes are not valid
