"MDS-01611: not saving changes in MDS session" when Executing migrateFrameworkApplicationToWebCenter() (Doc ID 2745133.1)

Symptoms

When trying to migrate a framework application, the command migrateFrameworkApplicationToWebCenter() fails with the following error:

Error occurred during portlet migration. 

In the WC_Spaces-diagnostic.log the following error is seen for different PageDef.xml files: 

[WC_Spaces] [WARNING] [] [oracle.webcenter.migration.portlet.helper.PortletPageDefinitionHelper] [tid: [ACTIVE].ExecuteThread: '5' for queue: 'weblogic.kernel.Default (self-tuning)'] [userId: <USERID>] [ecid: <ECID>] [APP: webcenter#11.1.1.4.0] Error occurred during page def update in portlet migration.[[

Exception:
oracle.mds.core.ValidationException: MDS-01611: not saving changes in MDS session because some changes are not valid
MDS-02202: Content of the metadata object "/pageDefs/oracle/webcenter/page/scopedMD/s88c03c0f_7d13_480c_baac_cfb50c2f4ca9/<PAGEDEF>.xml" is not valid.
MDS-02201: type validation failure for the metadata object "/pageDefs/oracle/webcenter/page/scopedMD/s88c03c0f_7d13_480c_baac_cfb50c2f4ca9/<PAGEDEF>.xml"
