Configuration Assistant 11.1.1.9.0 Fails Trying to Create an Oracle HTTP Server Instance (Doc ID 2746189.1)

Symptoms

The Oracle HTTP Server 11.1.1.9.0 binaries were successfully installed on Linux x86-64 Oracle Linux 6.
When running the Configuration Assistant to create an OHS standalone instance, the process fails with this error:

(x) Configuration is completed with errors, exit the installer by clicking the 'Cancel' button and rerun the installer to retry the failed configurations.
