WL Server is not Starting and Logs Show Many Warnings (Doc ID 2746307.1)

Symptoms

On : 12.2.1.3.0 version

Admin server was not starting.

The wl-server was bounced a couple of times but the issue persists, it was noticed many warnings logged during startup.

 

 <Warning> <oracle.as.jmx.framework.MessageLocalizationHelper> <J2EE JMX-46041> <The resource for bundle "oracle.jrf.i18n.MBeanMessageBundle" with key "oracle.jrf.JRFServiceMBean.getAdminUrl" cannot be found.>
 <Warning> <oracle.as.jmx.framework.MessageLocalizationHelper> <J2EE JMX-46041> <The resource for bundle "oracle.jrf.i18n.MBeanMessageBundle" with key "oracle.jrf.JRFServiceMBean.getSslAdminUrl" cannot be found.>
 <Warning> <oracle.as.jmx.framework.MessageLocalizationHelper> <J2EE JMX-46041> <The resource for bundle "oracle.fabric.management.compositestore.mbean.MessageBundle_en" with key "composite.store.import.configuration.updates" cannot be found.>
 <Warning> <oracle.as.jmx.framework.MessageLocalizationHelper> <J2EE JMX-46041> <The resource for bundle "oracle.wsm.resources.security.SecurityMessageBundle_en" with key "JKS_CERT_ALIASES_PARAM" cannot be found.>
