Unable to update content item due to "Error retrieving option lists for custom fields. You are not allowed to create, modify or browse item(s) under trash folder." (Doc ID 2747431.1)

Symptoms

Clicked on the content information link from search results.  Then tried to update the content item, but it fails with below error.

Error retrieving option lists for custom fields. You are not allowed to create, modify or browse item(s) under trash folder.

 

There was a folder path at the bottom of the content information page, but not a user's trash folder as described in the KM note below.

 

The above information helped determine that the content item was in a FrameworkFolders folder.

 

Ran the below query to see if it was in trash, but fIsInTrash was 0.

 

The above KM note states that all the content items were expired however.  This content item is still released and not in a trash folder based on the content information page.
