Is Bug 30964068 Fixed In Versions 19c and 21c Of The JDBC Driver? (Doc ID 2747448.1)

"Bug 30964068 - ORACLEDATABASEMETADATA.GETCOLUMNS CAUSES ORA-1000 WHEN STATEMENT CACHE ENABLED" is not fixed in recent versions of JDBC drivers.
There is a cursor leak in JDBC and above. When Statement cache is enabled, calls to
OracleDatabaseMetaData.getColumns result in ORA-1000 / ORA-6512 inside a Callable Statement issued by the driver.
A patch is available for JDBC 19.6. only.

  1. Why is this fix not merged into main line drivers?
  2. If it will be merged, when?
  3. In the meantime, is patch 30964068 applicable to driver versions 19.7 and above?
