Is Bug 30964068 Fixed In Versions 19.8, 19.9 and 21.1 Of The JDBC Driver?

Bug 30964068 is not fixed in recent versions of JDBC drivers.
There is a cursor leak in JDBC 188.8.131.52 and above. When Statement cache is enabled, calls to
OracleDatabaseMetaData.getColumns result in ORA-1000 / ORA-6512 inside a Callable Statement issued by the driver.
A patch is available for JDBC 19.6. only.
- Why is this fix not merged into main line drivers?
- If it will be merged, when?
- In the meantime, is patch 30964068 applicable to driver versions 19.7 and above?
