FA - HDL Import Export Error "A connection to the server has failed. Status unknown" (Doc ID 2747449.1)

Symptoms

On : 11.1.1.9.0 version, Fusion Application Integration

When trying to access the Import and Load Data screen receiving the error: ' A connection to the server has failed. Status unknown'
Getting the error when selecting a file and importing the document.

ERROR
-----------------------
UI error: "A connection to the server has failed. Status unknown"

There is no error in the UCM server.   The connection to the UCM server was never made.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. In HDL access the Import and Load Data screen

2.  Select a file to import.  

3.  Import the file and the error happens.



BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot import files with HCM Data Loader (HDL).

Changes

 Issue started after oracle applied the January Maintenance Pack for Fusion Applications 21A.
