Unable to Start WebLogic Admin Server after Restore of Domain Folder (Doc ID 2747587.1)

Symptoms

On Weblogic 12.2.1.3.0 version, Admin server fail to boot, the domain was taken backup and restored, issue started happening after the restore, below error is seen in startup log:
