Parameters are not being passed to REST invoke when invoke is inside for each

Our existing process is, polling a file from SFTP server, invokes a web service using Rest adapter. Inside invoke property, we are passing 3 hard coded values. As per the SOA flow trace, all the three hard coded values are getting passed. But when we are using this invoke inside a ForEach activity, only one hard coded value is getting executed as per the flow trace. The same thing is working without ForEach but it is not working when we are doing the same invoke inside the ForEach.
