Sqlplus From Server Gets Error Sp1<Lang>.Msb Not Found (Doc ID 274938.1)

When trying to start a sqlplus session from the server, the below error is received:

SP1 .msg not found

Sqlplus never starts.

There are no alert.log messages and no sqlnet.log message reported.
