OSB 12.2.1.3 - Unable To Find A Work Manager With Name X When Using MQ Transport Adapter

Symptoms
OSB 12.2.1.3 project is using MQ Transport Adapter. We want to use a work manager in the proxy service and we are following the documentation:

In the proxy service, we are setting properties "Poller Dispatch Policy" and "Worker Thread Dispatch Policy"
The work manager is created. Besides, if we create an edit session from sbconsole, in the drop down list populated by OSB the work manager appears.
However, when the project is imported we see the following error in AdminServer log file:
