RequestFormContext is NULL When Request Entitlement Access in Catalog

When customize the Catalog page's Submit button to have the customized validations, the following cases are working fine:
- When the user doesn't have the account and requests the account, this use case works as expected.
- When the user requests an account, this is returning the correct values as well
this case is not working:
- When the user does have the account and it's just requesting the entitlement, The null value is returned for RequestFormContext object.
