OSB SOAP Response Added Empty Header (Doc ID 2749959.1)

Symptoms

When testing a OSB project with a proxy service attached with OWSM policy "oracle/wss_username_token_service_policy" from SOAPUI seeing difference response in 12c compared to 11g.

In 11g they are not seeing an empty header tag "<env:Header/>" where as in 12c they are seeing it.
