PROBLEM DESCRIPTION

When testing a OSB project with a proxy service attached with OWSM policy "oracle/wss_username_token_service_policy" from SOAPUI, a difference response is seen in 12c compared to 11g.

In 11g, an empty header tag "" is not seen whereas in 12c it is seen.
