Foreign Keys Removed from Source Table Are Not Removed from ODI Model After Reverse Engineer

Symptoms
After performing a simple reverse-engineering of a database table in Oracle Data Integrator (ODI) 12.2.1.4, the foreign keys show up as expected in the ODI model. However, when a foreign key is removed from the table on the database, a second ODI reverse-engineer does not remove the foreign key from the ODI model.
It is expected that the reverse-engineer would update the model to represent the table as it is on the database and remove the foreign key.
Changes
This may be experienced after applying <Patch 31588251> to the Studio environment.
