After upgrading OAM 126.96.36.199 to 188.8.131.52, in OAM Console Configuration tab, Access Manager link will not render page.

Steps to reproduce
1. Access OAM console -> Configuration -> Settings -> View -> Access Manager.
2. Instead of opening the expected page, the new page stays blank with just an error message: "An unresolvable error has occured. Please contact your administrator for more information."
Upgraded OAM 220.127.116.11 to 18.104.22.168
