OPAM Managed Servers Will Not Start (Doc ID 2751079.1)

Symptoms

On : 11.1.2.3.0 version

OPAM Managed Server will not start

When trying to restart the OPAM Managed server the following error is seen:

JPS-01055: Could not create credential store instance. Reason oracle.security.jps.service.policystore.PolicyStoreConnectivityException: JPS-00027: There was an internal error: java.sql.SQLException: ORA-28365: wallet is not open

Error: Diagnostics data was not saved to the credential store.
Error: Validate operation has failed.
Need to do the security configuration first!
 
We are unable to start the server either from the command line or weblogic console.
