NullPointerException during call to AM Method PARTIALSUBMIT = FALSE (Doc ID 2751234.1)

Symptoms

An ADF application issue occurs after application migration to 12.2.1.4.0  from 12.1.3.0.0 In the ADF forms elements, the rendered attribute value is calculated using EL expression. This EL expression calls a backing bean method, which calls the Application Module method, using operational binding.When a user clicks the <af:link> on the form and the link has partialRender = true, then everything is working. However when the link has no partialRender attribute, then there is an NPE exception in the backing bean on a call to a method in the Application Module.

For example in JDeveloper 12.2.1.4.0 suppose there is an ADF form test.jsf as follows:

Connect to any validate DB connection
Run test.jsf
There are two links
->link without partialSubmit
->link with partialSubmit=true

Click on "link with partialSubmit=true" and notice there is NO error
Click on "link without partialSubmit" and notice the below error:

This issue is not noted for other 12c migrations:

12.1.3.0 - Click on "link without partialSubmit" and noticing there are NO error
12.2.1.1 - Click on "link without partialSubmit" and noticing there are NO error
12.2.1.2 - Click on "link without partialSubmit" and noticing there are NO error
12.2.1.3 - Click on "link without partialSubmit" and noticing there are NO error
12.2.1.4 - Click on "link without partialSubmit" and noticing NPE
