WebLogic Admin Console Not Accessible Due to "ExceptionInInitializerError" (Doc ID 2751732.1)

WebLogic Admin Server starts up fine and it is in running state.
However the console page is not accessible.

Below error is observed in the server log file

There are other domains under the same ORACLE HOME for which the console works.
