WebLogic Admin Server Fail to Start Without Communicate to Oracle Database (Doc ID 2751980.1)

Symptoms

On : 12.2.1.4.0 version, when the IP address is changed in /etc/host to fail over to the secondary DB then start the Admin server it fail to start with below error:
