APEX Can Not Display Additional Language When Using UTF8 For Database Character Set (Doc ID 2752031.1)

Symptoms

When using UTF8 for the database character set (NLS_CHARACTERSET) instead of a more common/modern AL32UTF8. APEX UI does not recognize this character set and so is not displaying any additional languages even though translations are installed correctly.
