JDBC Connection Pool Suspension and Application Hang with Connection Failures (Doc ID 2752718.1)

Symptoms

After couple of connection failures DB connection pool suspends, noticing following symptoms like nslookup slowness, network packet drops with server doing reverse DNS lookups and the application hang with STUCK threads in the WLS logs.
