Symptoms

Upgrade from 11g to 12.2.1.4 OIM, SOA 12.2.1.4

Migration of  custom composites from 11g to 12c

A temporary fix is to restart soa and clean of tmp cache stage but this needs to be done each and every time that the soa server is shutdown which is not desirable.
