Applying WSM policies causes MDS lock issues and time-outs

When applying WSM policies to proxy services I see the following errors in logging:

WSM-04671 : A concurrent write prevented the document "/policyAttachments/oracle/log_policy" from being written due to underlying error "oracle.mds.core.ConcurrentMOChangeException: MDS-00165: metadata Object "/policyAttachments/oracle/log_policy" has changed [[
MDS-00164: There is a concurrent "UPDATE" operation on the document "/policyAttachments/oracle/log_policy"."., please check method's implementation for the cause ;

And

MDS-00557: Resource /policyAttachments/oracle/log_policy is already locked or is being modified."., please check method's implementation for the cause ; nested exception is: MDS-00557: Resource /policyAttachments/oracle/log_policy is already locked or is being modified."., please check method's implementation for the cause ; nested exception is: java.io.IOException: WSM-04672 : The document "/policyAttachments/oracle/log_policy" cannot be written to repository due to underlying error "oracle.mds.persistence.MDSIOException: MDS-00522: failure to save document /policyAttachments/oracle/log_policy to the metadata repository

When the service is called, it does not return a response and times out.
Happens for both standard Oracle and custom policies and we see it in both DEV and TEST environment.
