Applying WSM policies causes MDS lock issues and time-outs
When applying WSM policies to proxy services I see the following errors in logging:
[2020-06-11T13:07:40.039+02:00] [MS_OSB2] [ERROR] [WSM-02313] [oracle.wsm.resources.policymanager] [tid: [ACTIVE].ExecuteThread: '34' for queue: 'weblogic.kernel.Default (self-tuning)'] [userId: weblogic] [ecid: ff7d38fe-27f0-47af-92cc-6647f0724c13-006ebd0a,0] [partition-name: DOMAIN] [tenant-name: GLOBAL] The documents used by a policy subject cannot be recorded due to underlying error "invoking method recordUsage(Ljava.lang.String;Ljava.util.Map;Ljava.util.Set;) caused java.io.IOException:

When the service is called, it does not return a response and times out.
Happens for both standard Oracle and custom policies and we see it in both DEV and TEST environment.
