Getting Request header is too large error in REST adapter

Getting Below exception while calling an external REST service. The partner takes three parameter is body - userid, password and request with application/x-www-form-urlencoded. When we are passing a smaller payload in the request parameter then it is working fine. But for a larger payload the rest adapter is failing with below error :
