Setting Annotations Outside Of Imaging Using Imaging WebServices (Doc ID 2756098.1)

Goal

Looking to add annotations (for example, Sticky Notes) on documents in WebCenter Content: Imaging using the DocumentService webservice.  Imaging documentation (https://docs.oracle.com/middleware/12213/wcc/develop-image/IPMDV.pdf) has a method setAnnotations which seems to be used for setting annotations on the document. In the webservice document (https://docs.oracle.com/middleware/11119/wcc/java-api-imaging/oracle/imaging/DocumentService.html#setAnnotations_java_lang_String__javax_activation_DataHandler_) it is showing that the "setAnnotations" method is for Oracle's internal use only.
