Hogged Thread on DataRetirementWorkManager Not Getting Killed And Re-appearing After Restarting (Doc ID 2756397.1)

Hogged thread in one of the managed servers which reappears even after restart and doesn't seem to get killed by itself.

From the WLS console (servers>SERVER>Monitoring>Threads), that thread would be related to DataRetirementWorkManager.
