Unable to start WLS Admin server after database user password expiration (Doc ID 2756723.1)

Symptoms

After the user password expiration the SOA server fails to start. Also the WLS admin server fails to start. The logs show errors similar to "The DBMS driver exception was: ORA-28001: the password has expired"  and or "java.sql.SQLException: ORA-01017: invalid username/password; logon denied"
