APEX Interactive Report Performance Slow vs SQL Developer (Doc ID 2756881.1)

Symptoms

When attempting to run an Interactive Report with a long query in APEX,
the query takes much longer to run compared to SQL Developer and the following error occurs.

ERROR

500 Internal Server Error

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run Interactive Report with long query.
2. Error received.

In the standalone ORDS server the log shows the following error:
java.sql.SQLTimeoutException: ORA-01013: user requested cancel of current operation
ORA-06512: at "SYS.DBMS_SQL", line 1726
ORA-06512: at "APEX_200100.WWV_FLOW_DYNAMIC_EXEC", line 1219
