Special Characters from CDATA Section not Working in OdiInvokeWebService after Migration from ODI 11.1.1.9 to ODI 12.2.1.4 (Doc ID 2757026.1)

Symptoms

The CDATA (XML feature) is used to pass any special characters in the SOAP XML request, for example: ' (Apostrophe or Single quote), &, <, >, etc. 

CDATA is used in any XML to process text having special characters that are not parsed by the parser. This is a common feature in XML.

This was working fine in Oracle Data Integrator (ODI) 11g but after upgrading to ODI 12.2.1.4, using CDATA in SOAP XML request to invoke an OSB web service puts empty data in the SOAP XML response.
