On : Fusion Applications Web Services protected by OWSM

When attempting to call a Fusion Applications SOAP web service programmatically (using PL/SQL's UTL_HTTP function or using CURL in shell scripts), the following error occurs:

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Try to call the runReport operation of the ExternalReportWSSService (or a GenericSoapOperation of UCM's SOAP web service)

BUSINESS IMPACT
-----------------------
Due to this issue, users cannot call a service operation of that specific web service.
