SOA - 11.1.1.9 - RCU Errors

Symptoms
We are planning to migration of existing SOA BPM from on prem to OCI. New db provisioned in OCI and creating schemas same as on prem before import schemas from on prem.
While creating schemas with RCU, getting below error and also attached screen shot. please suggest.
