Symptoms

On: 12.2.1.3.0 version, SOA Server

SOA Composites with SAP Outbound adapters are not coming up at the same time.

WHAT IS WORKING:
----------------
Only one SOA Composite is up.

EXPECTED BEHAVIOR:
------------------
Have the 2 SOA Composites with SAP outbound adapters UP.

ENVIRONMENT:

Product and version: SOA 12.2.1.3.0
System Name: Dev

STEPS:
------------
The issue can be reproduced at will with the following steps:
- Start the SOA Server
or
- Deploy the composites.
