Admin Server Not Coming up after Applying the Latest Patches for WebLogic (Doc ID 2759119.1)

Symptoms

After apply latest WLS patchset, the admin server failed to start, and stuck at the following messages.  See the below errors on log file. But if rollback the patchset, the server can be started.
