Symptoms
Accounts can be changed in an Entitlement approval request for OIG User's who have multiple accounts of the same application.
When an entitlement request is initially created for a multi-account OIM User you choose which account you want the entitlement assigned to.
However, once the request is created, if you go into the approval request you can change the account which was assigned during the original request.
