On : 12.2.1.4.0 version, OSB Core Functionality

ACTUAL BEHAVIOR
---------------
OSB changes content-type of response

On a Proxy Service, OSB adds charset-ISO-8859-1 to the content-type to the response.
This was not happening on 11g

The expectation is that the Content-Type response matches Context-Type in the request.

EXPECTED BEHAVIOR
-----------------------
to avoid having he charset into the content Type
