On Windows Server While Starting WebLogic Server Getting "The system cannot find the path specified" in Command Prompt (Doc ID 2759974.1)

Symptoms

When trying to start the WebLogic Admin server process using the startWebLogic.cmd getting "The system cannot find the path specified" in the command prompt even after having admin rights.

Similarly while running the setDomainEnv.cmd. Verified the permission for the Account by doing right click on $DOmain_home folder > properties > security, it all seems good having all the required access.
