FA - Import/export documents can not be found, Account dropdown list is blank

In the Fusion Applications import/export section the search for import (CSV/ZIP) files are not showing up.
The UI has an accounts drop down list of values. The list of values is blank.
Logged into the content server directly: https://<POD_NAME>.fa.<DATA_CENTER>.oraclecloud.com/cs
Can search and find the correct import documents.
Why are the documents not showing in the Fusion Application import/export Search?
