Not able to send attachment email from BPM and getting Exception with error: No NID Placeholder (Doc ID 2761774.1)

Symptoms

Not able to process an approval sent by email when the email has an attachment.

The error is

exception.code:31010
exception.type: ERROR
exception.severity: 2
exception.name: No NID Placeholder.
exception.description: Incoming message content does not contain Notification ID placeholders.
exception.fix: Ensure that the response message is not corrupted.
