ORA-12154: Cannot Connect to SQLPLUS When Username or Password Contains "@" Special Character (Doc ID 2761789.1)

Symptoms

SQL*Plus fails to connect to database with the following error when username or password contains "@" special character:

ORA-12154: TNS:could not resolve the connect identifier specified


This behavior is only happening when the username or password contains @ special character. No other special character is causing errors at connection.

The problem is not seen in older versions, but appears to show up in sqlplus 19c.
