Symptoms

The following error is seen in Sql Developer when scrolling down through the connections list or the reports lists using the mouse tracker ball.

   --- LoadLibrary failed with error 87: The parameter is incorrect error

After the error is acknowledged Sql Developer closes and has to be restarted.
