Symptoms

Accessing a folder under "Enterprise Libraries" and "Users" is failed with csFldDoesNotExist error if Japanese is selected as user's locale.

This is seen after apply the following patch.
Patch 32169495: WebCenter Content Bundle Patch 12.2.1.4.210119
